Image Autogeneration requires ftAllowUpload set to True

Description

formtools.cfc

If ftAllowUpload is not set to True, then the field does not appear on the form (just the autogenerate checkmark appears).
If the field does not appear on the form then formtools.cfc line 718 skips the field with regard to autogenerating.

These issues were resolved as part of the revision of the image formtool.

Using FC 5.1.6 this is still the case.
