rules: errors in publishing rules are not logged

Description

Errors in publishing rules do not appear to be logged anywhere. This makes it very difficult to troubleshoot whats wrong with a wayward rule. These should be logged to application.log just like any other error.

Added standard logging, i.e. to application.log, exception.log.

hmm.. looks like tray sets bDebug=true where as the container.cfc is looking for debug=true.

Might be a case of the debug mode not actually being enacted from the tray.
