When CF is restarted friendly URLs don't work on some sites unless ?updateapp is run again after the site is running

Description

I have two sites this is happening to in production. The only commonality I can find between the two sites is that they are both running CF7. When I run them in dev I cannot recreate the problem, however my dev environment is using CF8. This has been happening since 5.1 was released.

I too having the same problem. We are using Helicon's ISAPI Write 3 on CF8. Windows 2003.
