Replacing an image does not create an archived version

Description

Replacing an existing image from the library should create an archive version. tests on ubuntu and windows failed

Environment

windows ubuntu cfmx 7.02 mssql 2000

All replaced images are archived as of FC-2402.

Using FC 5.1.6 windows i can edit and replace an image through image library, image is replaced and old one is placed in mediaArchive\images\dmImage\SourceImage.
