Limit debug mode in the webtop to developers

Previously error details were shown if:

  • The error occurs in the webtop

  • Debug mode is enabled

  • The request is made from localhost

  • The site is running as a development environment

After this change, errors in the webtop and debug mode ONLY apply if the user has the `developer` permission OR the application is in the process of starting up.
