Webtop don't update from admin.coapi.application.updateapp screen

Description

When running update application on through the webtop "Reload Application" screen the Miscellaneous > Webtop option does not appear to refresh the webtop navigation at all.

Testing Criteria:

change the webtop menu structure with a customadmin.xml (https://farcry.jira.com/wiki/display/FCDEV60/UNIT+09+-+The+Webtop)
test that the "Webtop" reload option works on its own (ie. not by restarting the whole application)

Fix:

if the webtop menu refresh is an easily isolated function call then fix
else, remove the option as users can easily workaround this by restarting the whole application

I think he means that if you select the "webtop" check box from the update app screen, it doesnt actually reload the XML files that drive the webtop menus. I have seen this as well.
