The english display format for time (hour - minute - AM/PM) under "Review date" in the webtop is not good for international users

Description

The english display format for time (hour - minute - AM/PM) under "Review date" is not good for international use !
Most european users don't use the "12 hour AM/PM" format !!!
I think generally it would be better to use a "24 hour" format without "AM/PM" !!!

FarCry 6.0.0 - Debian-Linux Etch 4.0 - MySQL 5.0.32 - ColdFusion 8 (Multiserver Install)

Review Date no longer has a time format at all. I'll be on the look out for other date/time fields and see what we can do to be more i18n focused

24hr format seems reasonable as a default mask for time.
